He strove to overhaul the Pentagon; to shift military thinking from Cold War to new threat; to change the focus from Europe to Asia. And the continuing expansion of special operations forces, a Rumsfeld signature, carries the elements of a workable strategy for the fight against terrorism. The growth of Army Special Forces and similar units reflects a new emphasis on unconventional warfare and an indirect approach — ideas also recently adopted by the larger Army and Marine Corps — that could provide the long-term strategic logic missing fo far. As he leaves office, Rumsfeld may have planted the seeds for a genuine strategic transformation.
